The Department of Public Works is responsible for the upkeep of several public Buildings in Hornell including the Public Safety Complex housing the Police and Fire Departments, as well as Hornell City Hall.

Located on Genesee Street is the historically significant Carnegie Library. This structure, which has a spot on the National Register of Historic Places, has recently completed a project of re-roofing and renovation of the interior space.

In 1999, the Hornell Common Council decided to relocate City Hall to the corner of Main and Seneca Streets. The new City Hall previously housed the corporate offices of Steuben Trust Company. This move provided the City with twice the former available work area, while coming into compliance with the Americans with Disabilities Act.
