    Sealed Bids for the construction of the Bath House & Locker Room Improvements will be received by the City of Hornell Clerk’s Office, 82 Main Street, Hornell, NY 14843 until 2:00 PM local time on January 24, 2024, at which time the Bids received will be publicly opened and read.

    The Project consists of the construction of various bath house improvements including removal of existing walls, doors, windows and light fixtures, and construction of a new family bathroom complete including all fixtures, plumbing, electrical, and HVAC; provide new lockers, benches and lighting in existing locker rooms; and an ADD Alternate to re-paint existing floors in existing locker rooms in the City of Hornell, Hornell, NY 14843, as noted in the Bidding Documents dated January 2024.

    Bids will be received for the entire contract only. As indicated in the Bid Form, the Base Bids and Alternate Bid Items shall be on a stipulated sum basis. All bids shall be made on the form furnished by the Issuing Office.

    The Issuing Office for the Bidding Documents is the City of Hornell, 82 Main Street, Hornell, NY 14843. Prospective Bidders may examine or obtain the Bidding Documents at the Issuing Office, M-F, 8:30 AM to 4:00 PM. Bidders who obtained the Bidding Documents from the Issuing Office and return a full set of the Bidding Documents in good condition (suitable for re-use) within 30 days after opening of Bids will receive a refund of the $100.00 payment.

    EPF and Minority and Women-Owned Business Enterprises (MWBEs) – This project is funded in part by an Environmental Protection Fund grant from the NYS Office of Parks, Recreation and Historic Preservation through Title 9 of the Environmental Protection Act of 1993. Under Article 15A, Executive Law, the State of New York is committed to providing Minority and Women Owned Business (MWBE) equal opportunity to participate in government contracts. The following goals have been set for this project: 13% Minority Business Enterprise (MBE) and 17% Women-owned Business Enterprise (WBE). The successful bidder may be required to furnish reports showing the participation of various business enterprises of subcontractors and suppliers on the contract.

    This project is funded by a Water Infrastructure Improvement Act (WIIA) grant and Clean Water State Revolving Fund (CWSRF) loan, as administered by the New York State Environmental Facilities Corporation (EFC), and a Community Development Block Grant (CDBG).


    This project is subject to WIIA and CWSRF Program requirements as outlined in Section 004600 of the Specifications and including, but not limited to:
